el caso de que las rentas tengan un aumento que permita elevar las asignaciones en general a los auxilios a establecimientos de instrucción pública, en particular, que hayan sido rebajados en este Presupuesto, facultase al Gobierno para elevarlos en todo o en parte según las leyes preexistentes.
