En los términos de los anteriores artículos y de las Leyes 56 y 119 de 1890, que se reforman y adicionan, se procederá en todos los casos de expropiación, menos cuando se trate de predios destinados a la construcción de vías férreas, pues entonces el procedimiento que ha de observarse es el indicado en los artículos que siguen.
