El Presidente de la República queda revestido hasta el 31 de agosto de 1937 de la facultad extraordinaria de restringir la importación de mercancías al país siempre que así lo exija la situación desfavorable de la balanza internacional de pagos y la defensa de las reservas de oro del Banco de la República. Para dictar estas medidas el Gobierno deberá obtener previamente el concepto favorable del Consejo de la Economía Nacional y de la Junta creada por la Ley 109 de 1919 .
