° Para efectos de determinar el monto de la suma anual de los gastos de administración y de los aportes a fondos comunes para planeación y capacitación, los ingresos de que habla el artículo 4° del Decreto 687 de 1967 estarán compuestos únicamente por las cotizaciones de los empleadores, de los trabajadores y del Estado.
