Tan luégo como pasen las dificultades actuales del Fisco, el Gobierno procederá a contratar el estudio técnico de dicha vía y la formación del plano y de los presupuestos de la obra. Hechos dichos trabajos, se procederá a la mejora y ensanche de la vía, de conformidad con el dictamen y el plano de los Ingenieros.
