Facultase al Gobierno Nacional para dar en préstamo a la Junta Directiva del Ferrocarril del Pacifico la cantidad de trescientos mil pesos ($ 300,000) en vales del Tesoro, de los autorizados por la Ley 61 de 1921 . Estos vales serán devueltos al Gobierno nacional tan pronto como la Junta consiga cualquier empréstito de los autorizados por leyes vigentes.
