º . El Ministerio de Gobierno en atención a las necesidades del servicio y con el objeto de garantizar una adecuada prestación del servicio público, podrá autorizar la provisión de empleos, movimientos o retiros de personal, previa solicitud del Ministro, Director de Departamento Administrativo, Superintendente, Director, Presidente o Gerente de Entidad Descentralizada del orden nacional. En relación con el Ministerio de Gobierno, esta autorización deberá impartirla la Presidencia de la República.
