La organización y funcionamiento del Fondo de Promoción de Exportaciones están determinados particularmente por las normas del Decreto-Ley 444 de 1967, las del Decreto Legislativo 2366 de 1974, las estipuladas en el contrato celebrado entre el Gobierno Nacional y el Banco de la República el 10 de abril de 1967 y los presentes estatutos.
