Artículo único. La República reconoce los merecimientos del insigne magdalenés doctor don Rafael de Armas, y presenta su nombre a las nuevas generaciones como de un modelo de buenos ciudadanos.

En la Sala de la Gobernación del Magdalena se colocará, un retrato del doctor De Armas, costeado por el Tesoro Nacional. Al pie del retrato se inscribirá mención de la Ley que lo decreta.
