La Junta no dará curso a las solicitudes de matrícula que no fueren acompañadas de los comprobantes que acrediten las condiciones exigidas por las leyes. Las decisiones negativas sólo podrán fundarse en falta de capacidad técnica o de idoneidad moral, y serán motivadas, salvo en cuanto a los fundamentos de carácter moral, que no podrán expresarse en la disición.
