Los Ministerios de Hacienda, Obras Públicas y Fomento y el Departamento Administrativo de Planeación y Servicios Técnicos, obrando de acuerdo con las autoridades de Bucaramanga y con la Corporación de Defensa de la misma ciudad, se encargarán, dentro del menor término, de estudiar y definir la más adecuada manera de poner en ejecución el plan de obras enunciado.
