Con las partidas globales votadas en este Presupuesto para el sostenimiento de dependencias o servicios nacionales no podrá pagarse ninguna clase de prima o bonificaciones sobre los sueldos básicos que fijen las leyes, o legalmente aprobados, con excepción de las primas o bonificaciones que las leyes reconocen a los miembros de las Fuerzas Militares y de las Fuerzas de Policía. La Contraloría General de la República hará cumplir estrictamente esta disposición.
