Para el cumplimiento de esta Ley, el Gobierno incluirá en el Presupuesto de la próxima vigencia o en las subsiguientes la partida o partidas necesarias. Si no lo hiciere así, se tomarán las sumas que se requieran, de la partida o partidas globales que en el Presupuesto de Gastos de la próxima vigencia o en las de las subsiguientes se le asignen al Ministerio de Obras Públicas o a la Empresa Puertos de Colombia.
