Toda remuneración que tenga carácter de sueldo debe figurar en los Decretos de asignaciones civiles. Los jornales se pagarán únicamente a obreros y no excederán de $ 3.50 diarios. Cuando deban ser mayores, se estipularán en contratos de servicios, que serán sometidos a la aprobación del Ministerio de Gobierno.
