Los gastos que demande la presente Ley, se incluirán en la respectiva Ley de Apropiaciones, y si en esta no figuraren, el Poder Ejecutivo abrirá los créditos extraordinarios correspondientes, tan pronto como sean necesarios, sin sujeción a los requisitos exigidos por la Ley 34 de 1923 .
