Artículo tercero. Los propietarios de vehículos automotores terrestres o quienes tengan su posesión, tomarán un seguro que cubra la responsabilidad civil extracontractual por daños a terceros. La vigencia permanente de este seguro es requisito para obtener y conservar la licencia de tránsito del respectivo vehículo.
