º. El que se niegue a pagar sin justa causa el valor de lo consumido en establecimiento comercial, incurrirá en multa, que se impondrá a favor del dueño o administrador del establecimiento, igual al doble de la cantidad no pagada. El juez podrá abstenerse de imponer la multa si el contraventor asegura satisfactoriamente el pago para dentro del término prudentemente señalado por el mismo juez.
