Adiciónase el Presupuesto de Rentas y Recursos de Capital de la vigencia fiscal de 1986, en la cantidad de veinticuatro mil trescientos veintisiete millones ochocientos sesenta y un mil pesos ($ 24.327.861.000) moneda corriente, que con base en el Certificado de Disponibilidad número 23 de abril 17 de 1986, por valor de $ 55.000.000.000, del cual se incorpora el valor de $ 24.327.861.000.
