Crease un Tribunal Seccional de lo Contencioso Administrativo, en la ciudad de Manizales, con jurisdicción en todo el territorio del Departamento de Caldas. Este Tribunal será costeado por dicho Departamento mientras el Tesoro Nacional este en incapacidad de tomar a su cargo ese gasto.

Parágrafo

El Tribunal de lo Contencioso Administrativo que hoy funciona en la ciudad de Medellín queda con jurisdicción únicamente en el Departamento de Antioquia.
