El Departamento Nacional de Planeación será el articulador para el vértice del Gobierno nacional ante el Órgano Colegiado de Administración y Decisión de Ciencia Tecnología e Innovación del Sistema General de Regalías. En consecuencia, en caso de discrepancia entre los miembros del vértice del Gobierno nacional, el Departamento Nacional de Planeación definirá el sentido del voto.
