Solamente sistemas de concursos diseñados y reglamentados por un comité conformado por el Viceministro de Hacienda y Crédito Público, el Secretario General del Ministerio y el Director de la Unidad Administrativa Especial Dirección de Impuestos y Aduanas Nacionales, se establecerá el ingreso y el manejo de la carrera tributaria aduanera.
