º. De la creación. Créase la Medalla al Mérito "Fondo Rotatorio del Ejército" en categoría única, destinada a estimular al personal militar y civil del Fondo Rotatorio en actividad o en retiro, que haya sobresalido por su eficiencia en el cumplimiento del deber y su espíritu de colaboración y servicio, así como a enaltecer a los Oficiales, Suboficiales, Soldados y Civiles, en actividad o en uso de retiro de las Fuerzas Militares, y los particulares y entidades públicas y privadas que hayan prestado servicios distinguidos al Fondo Rotatorio del Ejército.
