Facúltase al Gobierno para que con el exclusivo objeto de mantener una ejecución normal del Presupuesto, aplique transitoriamente a Tesorería, y sin exceder el período del ejercicio presupuestal, los producidos en moneda nacional de las operaciones de crédito externo destinadas al equilibrio de la Balanza de Pagos.
