º. El Banco de la República podrá disminuir transitoriamente su encaje de oro y divisas hasta el treinta por ciento (30%) del total de billetes en circulación, sin que haya sanción alguna, contra él por este motivo, cuando el margen libre de emisión del mismo establecimiento descienda a menos de $ 5.000.000.00 a virtud de las anormales necesidades creadas, al comercio, a la agricultura y a la industria del país por la presente emergencia, mundial.
