Cuando los terrenos en los cuales se va a adelantar el plan de urbanización o construcción no pertenezca a la persona que solicita el permiso, el propietario de los mismos deberá coadyuvar la solicitud y será solidariamente responsable con el solicitante, de las obligaciones contraídas en interés del plan o programa que se autorice.
