De la adjudicación del contrato . Cuando el valor del contrato fuere igual o superior a cinco millones de pesos ($ 5.000.000) la entidad contratante escogerá al administrador delegado mediante concurso de méritos. Si su valor fuere inferior a cinco millones ($5.000.000) o el Consejo de Ministros así lo autorizare, el contratista podrá ser escogido directamente. Igualmente, cuando en las Intendencias y Comisarías no hayan más de tres profesionales en ingeniería o arquitectura debidamente inscritos, según el caso, el contratista podrá ser escogido directamente.
