Facultase al Superintendente Bancario para que, por medio de resolución aprobada por el Ministerio de Hacienda, permita a las Cajas de Ahorros reducir, por el término de dos años. el monto de las inversiones que actualmente están obligadas a hacer en bonos de deuda pública, tomando en consideración los saldos en circulación de cada clase de bonos, siempre que el monto de tales reducciones se invierta en cédulas del Banco Central Hipotecario.
