En los cuatro primeros días de cada mes pasarán revista de Comisario los Cuerpos del Ejército. Intervendrá en ella, como Comisario de las fuerzas que hacen la guarnición de Bogotá, el Jefe de la Sección 3ª del Ministerio de Guerra. En los demás lugares el Administrador principal, departamental ó de Circuito de Hacienda nacional, y en su defecto, la primera autoridad política.
