Decreto 1927 de 1991 · por el cual se dicta el estatuto de transporte público terrestre automotor de pasajeros y mixto por carretera.

Los factores de calificación son

Edad promedio del parque automotor: hasta 100 puntos.

Capital o patrimonio líquido por encima de los mínimos: hasta 100 puntos.

Propiedad del parque automotor vinculado de la empresa: hasta 150 puntos.

Cumplimiento del presente estatuto: hasta 50 puntos.

Organización empresarial que comprende: estructura administrativa, servicios al personal, a los usuarios, a los socios y afiliados y a los equipos, análisis financieros: hasta 362 puntos.

Seguridad referida a los recursos humanos y equipos: hasta 238 puntos.
