El Gobierno, cuando lo juzgue conveniente refundirá e incorporará en el Instituto Nacional de Abastecimientos , como aporte de capital, los organismos oficiales o semioficiales que prestan en la actualidad servicios similares, tales como la Federación Nacional de Trigueros, el fondo Rotatorio del Ministerio de la Economía Nacional (decreto número 1157 de 1940) ,etc.
