El Gobierno Nacional, antes de aceptar la cesión de que habla el artículo anterior, procederá a estudiar, con intervención de ingenieros, la posibilidad y conveniencia de establecer los riegos, a fin de que los gastos que estos ocasionen se justifiquen desde el punto de vista económico. Si tales estudios dieren resultados satisfactorios, el Gobierno aceptara la cesión y procederá a efectuar por administración directa o delegada o por contratos, las obras de irrigación y parcelación de los terrenos.
