º Cobertura. El programa de auxilio para ancianos indigentes tendrá la cobertura que anualmente fije el Consejo Nacional de Política Económica y Social, Conpes, con sujeción a las apropiaciones presupuestales. Así mismo, el Conpes definirá un proceso gradual de ampliación de la cobertura del programa de conformidad con la disponibilidad de recursos.
