Los funcionarios de Carrera Administrativa podrán acceder a la Carrera Diplomática y Consular; para tal efecto y en razón del principio de Especialidad deberán cumplir los requisitos y condiciones señalados en este estatuto para el ingreso a la Carrera Diplomática y Consular. La inscripción en el escalafón de la Carrera Diplomática y Consular, implica la pérdida de los Derechos de Carrera Administrativa y el ingreso a la Carrera Diplomática y Consular en la categoría de Tercer Secretario.
