Para fomentar la navegación por vapor del río Cesar, en el Departamento del Magdalena, destínase la suma de $ 2,500 anuales, desde la próxima vigencia económica, y se autoriza al Poder Ejecutivo para que en licitación pública adjudique el contrato a quien mayores seguridades y ventajas ofrezca para establecer esa navegación por vapor, periódicamente y de un modo regular.
