° La Junta Central de Higiene, cuando lo estime necesario para el servicio de la higiene, podrá nombrar Comisiones Sanitarias Municipales, permanentes o accidentales, encargadas de hacer cumplir las disposiciones sobre la higiene. Los gastos que estas Comisiones ocasionen, serán de cargo de los respectivos Municipios, o de los Departamentos, cuando los recursos de alguno de aquellos fueren insuficientes.
