La estructura del Instituto será determina por la Junta Directiva, pero su nomenclatura se ajustara a las siguientes normas: 1ª. Las unidades de nivel directivo se denominarán Subdirecciones; 2ª. Las unidades que cumplan funciones de asesoría o coordinación se denominarán Oficinas o Comités, y Consejos cuando incluyan personas ajenas al Instituto; 3ª. Las unidades operativas, incluidas las que atienden los servicios administrativos internas internos, se denominaran Divisiones o Secciones y Grupos, y 4ª. Las unidades que se creen para el estudio o decisión de asuntos especiales se denominarán Comisiones o Juntas.
