En asuntos electorales los Presidentes de las corporaciones electorales tendrán franquicia telegráfica para comunicar los nombramientos que ellos hagan y las elecciones que declaren, y para dirigirse a los empleados públicos y corporaciones del ramo en todo lo relacionado con él. Tal franquicia tendrá solo el límite indicado en este artículo. Los alcaldes pueden usar del telégrafo para dar cuenta de las excusas admitidas, y de cualquiera otra causa que haga necesario el reemplazo, como la muerte o no hallazgo del nombrado.
