Artículo primero. El Gobierno Nacional podrá garantizar un empréstito interno hasta por la suma de $ 10.000.000 al Departamento del Tolima. El Ministerio de Hacienda señalará la forma y condiciones de dicha garantía y podrá inspeccionar la inversión del mencionado empréstito.
