La presente ley pretende modificar el artículo 49 de la Ley 191 de 1995 , autorizando a las Asambleas de los departamentos de frontera para que ordenen nuevamente la emisión de estampillas “Prodesarrollo fronterizo”, hasta por la suma de doscientos mil millones de pesos a precios constantes al año de aprobación de la presente ley.
