Las personas naturales, jurídicas o sociedades de hecho que compren papa de producción nacional de cualquier variedad para utilizarla como semilla.

Las personas naturales, jurídicas o sociedades de hecho que adquieran o utilicen papa de producción nacional de cualquier variedad para acondicionarla, procesarla, industrializarla y comercializarla en el mercado nacional.
