Art. 1.° Desde la promulgación de la presente ley sólo las fábricas de cigarrillos establecidas ó que se establezcan en el país con patente expedida por el Poder Ejecutivo podrán importar tabaco en picadura y papel para cigarrillos, pagando los derechos de importación fijados en la tarifa respectiva.

Los pedidos hechos de aquellos artículos ó remesas, yá en vía, podrán introducirse, quedando sujetos á los mismos derechos.
