La República deplora la pérdida del doctor José Manuel Pérez Sarmiento; reconoce los valiosos servicios que prestó a la Nación este ilustre colombiano; recomienda su memoria a sus conciudadanos, y a la juventud de Colombia la imitación de sus esfuerzos, consagrados por entero a la Patria en el ejercicio de las virtudes públicas y privadas que enaltecieron su meritoria vida.
