La residencia de los Altos Poderes federales, en los casos de perturbacion del órden público ó de guerra extranjera, una de cuyas consecuencias sea la ocupacion de la ciudad de Bogotá capital permanente de la Union, será cualquier punto del territorio nacional que el Poder Ejecutivo, en receso del Congreso, juzgue más conveniente para atender al restablecimiento del órden ó á la defensa de la Nacion.
