El Fondo de Solidaridad se destinará: 1°. A cubrir obligaciones o erogaciones que no puedan ser atendidas individualmente por el Instituto o por las Cajas Seccionales, o que se juzgue que exceden la capacidad financiera de alguna de tales entidades, por insuficiencia eventual en los ingresos, y 2°.
