Con destino exclusivo a la conservación de las secciones del camino del Progreso, comprendidas entre Miraflores y un punto navegable sobre el río Upía y entre Miraflores y Chámeza, instituyese en tales secciones un impuesto sobre peaje, de conformidad con la siguiente tarifa:

Veinticinco centavos ($ 0-25) por el paso de cada cabeza de ganado mayor;

Veinte centavos ($ 0-20) por cada carga de mercancías o de frutos del país; y

Diez centavos ($ 0-10) por cada carga de víveres o de equipajes.
