Articulo 1º . Campo de aplicación . Este Decreto contiene los estatutos orgánicos que regirán la organización, dirección, administración y funcionamiento de las Zonas Francas de Barranquilla, Buenaventura Manuel Carvajal Sinisterra, Cartagena, Santa Marta, y Cúcuta.

Parágrafo

Para efectos de este Decreto cuando se utilice la expresión Zonas Francas, se entenderá que se hace referencia solo a las nombradas en este artículo. CAPITULO I Disposiciones generales.
