Declárese estratégica y de utilidad pública la construcción del embalse Multipropósito Los Besotes para regular los caudales del río Guatapurí que garantice el abastecimiento de agua al acueducto y a un distrito de riego en Valledupar. El Gobierno priorizará y garantizará la realización de este proyecto que deberá iniciar en un término no mayor a doce (12) meses.
