Art. 1 .° Convocase desde esta fecha el Congreso á sesiones extraordinarias, con el objeto de que pueda llenar sus deberes constitucionales, expidiendo las leyes que se estimen indispensables para la buena marcha de la Administración pública, con especialidad la de Presupuestos de Renta y Gastos, la adicional y reformatoria del Código Fiscal, la de pié de fuerza, la de Timbre nacional, la de Crédito público, la reformatoria de la rifa de Aduanas, la que hace efectiva la garantía do la seguridad personal, y la que confiere varias autorizaciones al Poder Ejecutivo.
