Se otorga una partida de cien millones de pesos ($ 100.000.000.00) moneda corriente, para la realización del Festival en el año de 1988, de los cuales sesenta millones ($60.000.000.00) serán para gastos de funcionamiento y cuarenta millones ($ 40.000.000.00) para inversión en el Teatro el Galpón de la Facultad de Bellas Artes y en el Teatro Central de la Universidad de Caldas. Con esta inversión, además se construirá la sede para la Escuela de Teatro que iniciará su funcionamiento en 1988 en convenio tripartito firmado por la Universidad de Caldas, el Instituto Departamental de Cultura y el Festival Internacional de Teatro.
