El presente Decreto rige a partir de la fecha de su publicación, deroga los Decretos 1378 del 26 de abril de 2010 y 3442 del 17 de septiembre de 2010 y surte efectos fiscales a partir del 1° de enero de 2011, con excepción de lo establecido en el inciso final de los artículos 4°, 5°, 10, 11 y 12 de este decreto.
